Philippines Accelerating SAF
The Philippines is taking a massive leap forward in aviation decarbonization through Sustainable Aviation Fuel! 🇵🇭✈️
We are thrilled to recap the 2026 Philippines SAF Policy Development Workshop 1, co-organized by the Civil Aviation Authority of the Philippines (CAAP), Island Skies Alliance (ISA), and the Boeing Company, and in cooperation with the Subic Clark Alliance for Development (SCAD) as well as the National Aviation Academy of the Philippines (NAAP).
With the leadership of the SAF Committee of the National Biofuels Board (NBB), committee-chaired by CAAP, and co-chaired by the Department of Energy (DOE), the SAF Committee, this gathering brought together eight of the ten national government agencies, international sustainable aviation leaders and academic researchers to help build a short-term action plan for SAF policy development in the Philippines.
“Achieving a technically and economically viable SAF ecosystem requires a whole of government approach together with industry partners, and stakeholders.” said Lt. Gen. Del Rosario (Ret.), Director General, Civil Aviation Authority of the Philippines (CAAP).
Key Outcomes
1. Institutional Alignment & Strategic Partnerships
The session opened with leadership signals from CAAP Director General Del Rosario, NAAP Executive Director Dr. Maria Sisa T. Dela Cruz, and ISA President Amrendra Kumar—setting a clear mandate for cross-sector collaboration.
A milestone Memorandum of Understanding (MOU) was formalized between NAAP and ISA, establishing a platform for sustained capability-building and knowledge exchange in sustainable aviation.
2. Feedstock Viability & Industry Pathways
Technical workshops, with contributions from Airbus, Boeing, CLSU, SAFasia and UPLB, examined localized SAF production pathways.
Early findings reinforce the viability of non-standard coconut feedstock as a scalable input—unlocking a uniquely Philippine advantage within the global SAF value chain.
3. 90-Day Policy Action Sprint
A multi-agency policy working group—including CAAP, DOE-REMB, BOI, PCA, DENR, DOLE, and DOST, with DOTr participation—defined priority actions for the next 90 days. Outputs focused on regulatory enablers, investment pathways, and inter-agency coordination mechanisms required to operationalize SAF development.
Why This Matters
SAF is no longer a distant ambition—it is an actionable national agenda. By integrating agricultural potential with global aerospace expertise, the Philippines is positioning itself as a credible regional hub for SAF production and deployment.
Execution now becomes the differentiator.
